News-Herald, ADVERTISEMENT FOR BIDS Signed, sealed bids for: CITY OF PAINESVILLE, OHIO NORTH RIDGE SUBSTATION DISTRIBUTION CIRCUITS will be received by the City of Painesville, Ohio at the office of the Interim City Manager, 7 Richmond Street, Painesville, Ohio 44077-0601 until: 12:00 P.M., LOCAL TIME MARCH 28, 2013 and at that time and place will be publicly opened and read aloud. The proposed work consists of furnishing all engineering, design, labor, supervision, tools, materials and equipment to complete each bid item as follows: "Bid Item 100 - Medium Voltage Overhead Distribution Circuits "Bid Item 200 - Fiber Optic Communication Circuit The Contractor shall furnish all additional materials necessary to complete the installation as identified in the plans and specifications. The Contract Documents and Specifications are on file at the office of the City Manager, 7 Richmond Street, Painesville, Ohio 44077-0601, and at the office of the Engineer, GPD Associates, 520 South Main Street, Suite 2531, Akron, Ohio 44311-1010. Contract Documents may be purchased from the office of the Engineer for $40.00 per set, non-refundable. A mandatory pre-bid meeting will be held on March 15, 2013 at 10:30 A.M. local time at the Municipal Electric Plant, 325 Richmond Street, Painesville, Ohio 44077. All bids shall be signed and submitted induplicate on bid blanks provided separately with the Specifications. Bid blanks shall not be removed from the Specifications. Bids shall be submitted in duplicate on the forms provided and shall state the price for labor and materials by item on the blanks provided therefore; and shall be enclosed in a sealed envelope marked "Installation Bid for City of Painesville North Ridge Substation Distribution Circuits: and addressed to the attention of the Interim City Manager, 7 Richmond Street, Painesville, Ohio 44077-0601. Each bid shall contain the name of every person, firm or corporation interested in the same and must be accompanied by either a 10% bid guaranty bond to the satisfaction of the City, or a certified check drawn on a solvent bank, in the sum of 10% of the amount of the bid, made payable to the City of Painesville, Ohio, as a guaranty that if the bid is accepted a contract will be entered into and its performance properly secured. Bids will be evaluated and awarded based on the lowest and best bid as determined by the Engineer and Superintendent of Painesville Municipal Electric. The City of Painesville, Ohio reserves the right to reject any or all bids and to waive any irregularities in the bidding. No bidder may withdraw his bid for a period of 60 days after the scheduled closing time for the receipt of bids. The work will be subject to the Prevailing Wage Rates established by the Department of Industrial Relations for the State of Ohio and to all EEO requirements.
