Ph: 614-644-2129 email: HClerk@epa.ohio.gov Rulemaking Date of Action: 06/04/2015 Ohio Environmental Protection Agency Demonstration for Attainment of the 1-Hour Sulfur Dioxide Standard in Nonattainment Areas State Implementation Plan Relocation/Rescheduling of Public Hearing Extension of Comment Period Notice is hereby given that the Director of the Ohio Environmental Protection Agency, (Ohio EPA) is submitting to the United States Protection Agency (U.S. EPA) the Sulfur Dioxide (SO2) State Implementation Plan (SIP), for the following nonattainment areas in Ohio: • Lake County, OH: all of Lake County. • Muskingum River, OH: Center Township in Morgan County and Waterford Township in Washington County. • Steubenville OH-WV: Cross Creek Township, Steubenville Township, Warren Township, Wells Township, and Steubenville City in Jefferson County, Ohio and includes the Cross Creek Tax District in Brooke County, West Virginia. This SIP only addresses the Ohio portion of this area. This SIP addresses the 2010 1-hour SO2 national ambient air quality standard (NAAQS). These areas were designated as nonattainment areas under provisions contained in the Clean Air Act (CAA). The CAA requires states with SO2 nonattainment areas to submit a plan within eighteen months of the effective date of the designations detailing how the SO2 standard will be attained by October 4, 2018. Ohio submitted its preliminary SIP containing the attainment demonstration to U.S. EPA on April 3, 2015. This submittal is now being made available for public comment and includes a draft of the rules regulating specific sources of SO2 emissions deemed necessary to provide for attainment of the air quality standard by October 4, 2018. These actions must be noticed to allow public comment and to satisfy U.S. EPA requirements for public involvement in SIP related activities. This notice addresses Ohio EPA’s reliance on the emission projections and modeling as evidence of attainment by October 4, 2018. Box 1049 Columbus, Ohio 43216-1049 Through this announcement, Ohio EPA is providing notice that Ohio EPA is changing the date and location of the hearing on the Lake County non-attainment area and extending the comment period. The original hearing to be held July 1, 2015 in Parma Heights, Ohio is cancelled and is being relocated and rescheduled as follows: July 9, 2015 at 3:00 PM, Morley Library, 184 Phelps Street Painesville, OH 44077 The comment period is also extended. Comments will now be accepted for all non-attainment areas through COB on July 9, 2015. All interested persons are entitled to attend or be represented at the hearings and give written or oral comments on these changes. All oral comments presented at the hearing, and all written statements submitted at any of the hearings or sent to Ohio EPA main office by July 9, 2015 will be considered by Ohio EPA prior to final action on this redesignation. Written statements submitted after July 9, 2015 may be considered as time and circumstances permit, but will not be part of the official record of the hearing.
