News-Herald, LAKE COUNTY OHIO CDBG – HOME FEDERAL GRANTS PROGRAMS PROPOSED PROJECTS - FISCAL YEAR 2014 The Lake County Board of Commissioners announces the proposed projects to be funded with the Fiscal Year 2014 allocation of Community Development Block Grant Program and HOME Investment Partnership Program funds from the U.S. Department of Housing and Urban Development (HUD). A. Community Development Block Grant (CDBG) Program proposed use of funds by activity: 1. Public Improvements Amount: $81,000.00 City of Painesville, Demolition Project ($30,000); City of Wickliffe, ADA Curb Cuts ($24,000); Lake County Land Reutilization Corp., Painesville Township Park Installation ($27,000) 2. Public Facilities – Construction Funds Amount: $161,358.00 Beacon Health, Parking Lot Improvement ($45,000); Lake Metropolitan Housing Authority, Fire Safety Equipment Replacement ($50,100); Rabbit Run Theater, ADA Accessible Walkway and Parking Spaces ($33,158); Cross Roads, Playground Improvement($14,900); Lake County YMCA, ADA Entryway Improvement ($18,200) 3. Economic Development Programs Amount: $150,000.00 Lake County Port Authority, Economic Development Loan Fund ($150,000) 4. Housing Programs Amount: $430,000.00 Western Reserve Community Development Corporation, Lake County Housing Rehabilitation Programs ($330,000); City of Willowick, Hearts and Hammers ($25,000); Village of Fairport Harbor, Drain/Sewer Separation Program ($75,000) 5. Public Services Amount: $189,770.00 Ecumenical Shelter Network ($66,370), Lake County Free Clinic Dental Care ($17,000); Lake County Free Clinic Medical Care ($10,000); Lifeline, 211 System ($15,000); Forbes House ($8,000); Beacon Health, Employment Services ($14,400); Lake County General Health District, Newborn Home Visits ($10,000); Lake County Community Network ($12,000); Fair Housing Resource Center, Landlord Tenant and Foreclosure Prevention Program ($15,000); Royal Family Kids Camp #271, Mentoring and Club Program ($7,000); Family Planning, Pre Natal Care Visits ($5,000); Eastlake Police Athletic League, Youth Program ($10,000) 6. Program Administration Amount: $253,031.00 Program Administration ($253,031) Total FY 2014 CDBG funds: $1,265,159.00 B. Home Investment Partnership Program (HOME) proposed use of funds by activity: 1. Tenant Based Rental Assistance – Subsidy, Placement, Retention Amount: $277,000.00 Extended Housing, Inc., Subsidy ($36,000.00); Lifeline, Inc., Subsidy ($42,000.00); Fair Housing Resource Center, Inc., Retention ($66,000.00); Lifeline Inc., Placement ($133,000.00) 2. CHDO Project – New Construction - Rental Amount: $45,000.00 Western Reserve Community Development Corp., ($45,000.00) 3. CHDO Operations Amount: $11,591.30 Western Reserve Community Development Corp. ($11,591.30) 4. County HOME Programs Administration County ($37,065.70) Amount: $37,065.70 Total FY 2014 HOME funds: $370,657.00 C. Public Hearing: Thursday, July 24, 2014, 2:00 pm. The Board of Lake County Commissioners will hold a public hearing on Thursday, July 24, 2014 at 2:00 pm. The purpose of this public hearing will be to present the proposed FY’14 CDBG and HOME activities and to receive citizen comments prior to the submission of the FY’14 Action Plan to HUD. The public is invited to attend this public hearing to provide input regarding the use of FY’14 CDBG and HOME funds. Further CDBG information may be obtained from Ms. Rhea Benton, CDBG Program Manager, between the hours of 8:30 a.m. and 4:00 p.m. at 440-350-2740, Monday through Friday. Further HOME information may be obtained from Ms. Marian Norman, Program Manager between the hours of 8:30 a.m. and 4:00 p.m. at 440-350-2740, Monday through Friday. The Lake County Board of Commissioners will receive comments regarding the FY’14 proposed CDBG and HOME Programs until 4:00 pm Thursday, August 7, 2014.
